From what I saw the answer is "Yes and No!" After the guard gate there is a parking lot with Handicapped parking and you are by the exhibit center. So, there are things to view inside. Then right outside nearby is a little boardwalk accessible for viewing and another nearby area where the beach by the center is located. However, the beach where you actually seen the sand part of the dunes is a trail and long walk which I don't think a wheelchair can handle. Also, as a FYI I did see people in WheelChair at Cave Point which I liked better than Whitefish.
We want to bring my dog there but the person I am traveling with is somewhat handicapped and cannot walk far.is there any access closer to the dog beach.

There is a closer access but your dog can’t go to the beach there. The third access is the only place your dog can access.
14 1/2 miles. There are loops, and it's relatively flat. The trails nearer the dunes (out to Old Baldy and back) are wide. I don't know about any of the other trails. It's beautiful there.
