Windows 11/10 includes tzutil.exe, a Command-Line Utility. This Windows Time Zone Utility can be used to change Time Zone or to get the current Time Zone details.

If you are not able to manually change time in Windows 11/10, restart Windows Time Service, use Terminal to change time & check Group Policy settings.

After updating to Windows 11 24H2, some users who don’t have administrative privileges are reporting that the Date & Time section of Windows Settings can’t change the time zone anymore.
